It is our mission to assist small businesses throughout the California region to access capital to grow their companies and create jobs through our administration of capital access programs in collaboration with the California Infrastructure and Economic Development Bank.

Small Business Development Corporation of Orange County (SBDC-OC) is a quasi-public/private 501(c)(3) not-for-profit public benefit corporation, which operates under the state’s public municipal bank, The California Infrastructure and Economic Development Bank (IBank). The corporation, established in 2001, is a mission driven organization dedicated to assisting small business owners secure operating capital through its capital access programs including California’s State Loan Guarantee Program, Export Lines of Credit, Bond Conduit and Green Energy Initiatives to support small business access to credit.


Established as a non-profit corporation in 2001, Small Business Development Corporation of Orange County focuses on the economic development of underserved communities in California.

SBDC-OC issues loan guarantees on behalf of the State of California that are backed directly by a state trust fund which can be leveraged up to ten times. The Corporation may issue a Loan Guarantee regardless of the geographical location of the business as long as loan proceeds are utilized to support business operations primarily domiciled in California. Emphasis is placed on assisting minority, woman, disabled, and veteran-owned businesses, as well as businesses in underserved communities and industries of greater need. Services are delivered in collaboration with a diverse range of public, non-profit and community-based lending institutions.
